Remove old caching issue link from Elastic CI Stack docs

The issue is old and stale, and I don't believe it's helping anyone.

We could definitely help people with more production-ready examples for getting common frameworks (e.g. Rails) cached correctly and building fast on the Elastic CI Stack. But the issue doesn't help in the meantime.

Add GA Universal tracking ID

Given the relatively small scope of this, I'm just going to merge so we can get stuck into testing it!

Small PagerDuty Change Events integration link improvements

Now that PagerDuty have nicer Change Events docs we should link to it, so this updates our integration guide to use that, as well as updating our support email address.

Tweak underline link styles for example repos

Love the new link styles, but maybe for .Docs__example-repo sections instead of:

Invite your Team in getting started guide missing a link

To increase the chance of people inviting their colleagues to their Buildkite account during a trial, it might be a good idea to link to Invite Users page directly (https://buildkite.com/organizations/-/users/new) in the https://buildkite.com/docs/tutorials/getting-started#invite-your-team-to-the-organization section of the Getting Started guide
