Find a better clock source for reg test 0049, or rewrite it

The current clock source http://tycho.usno.navy.mil/cgi-bin/timer.pl is very unreliable. Sometimes it takes 30 seconds to respond. Sometimes it responds with no content. Sometimes 500 error.

One potential approach would be to make node 'hello' depend on a new node 'ticker', and make 'ticker' depend on a file file-to-touch.txt that it updates every time it is run (and sleeps 1 second after updating, to ensure a detectable new mod time). So 'ticker' might do something like:
