Steps to Reproduce:

This is really hard to describe, because it's a problem that seems exclusive to me, at least I didn't find anything comparable here or on Google.

I am using German keyboard layout (in case that's relevant) on both my Mac and Windows machine. I've created a shortcut <kbd>cmd</kbd>+<kbd>^</kbd> for "View: Toggle Terminal" on my Mac and once I save the shortcut, my Windows shortcut (which was <kbd>ctrl</kbd>+<kbd>´</kbd> before) is instantly changed to <kbd>win</kbd>+<kbd><</kbd>. Same happens with many other shortcuts I add on Windows or Mac. Most of them are changed/overwritten by the other system. It also doesn't matter if I create the shortcut on Windows or Mac first. They all overwrite the other platform's shortcut.

I do have the settingsSync.keybindingsPerPlatform option enabled but it seems like it is completely ignored. Any idea whats wrong? Because that's really annoying :(
