Add language filtering to PRs from file workflow

Not sure if you want to add this, but I found it helpful to be able to filter the repos by compatible language even when using a list of repos from a file.

Also, I recognize that there is some duplicate functionality with the FilterForSupportedLanguages function but when attempting to call that I found I didn't have the full repo object needed for the parsing method used. Hope that is okay.

Fix out of disk space

For large organizations, script builds up a large impact on disk space. This change removes local repo clones after the pull request is created.

Also contains some linter fixes that vscode complained about. No impact on functionality from my testing.

Update the description of this repo in the README

I think "workflows" in the description should say "repositories".

Specify Import-Module command in README

This will create PRs in every repository that you have push permisisons in. 2. Open powershell and navigate to the directory you cloned this into 3. Rename the file called `.env-example` to `.env` and add a [GitHub token](https://github.com/settings/tokens) with the `repo` scope. If your organization requires SSO, authorize the token for SSO. 4. Confirm that the `workflows` directory has all of the workflow files you want in it; the CodeQL workflow file is already included in this repo-5. Run `CreatePullRequestsForCodeQLLanguages -Organization orgname` with the organization you want to target instead of orgname. You may optionally override the commit message or PR body by adding `-CommitMessage` or `-PRBody` as appropriate.+5. Run `Import-Module ./Create-ActionsPRs.ps1` to install the script. +6.
