Remove parametric polymorphism from Post-MVP
Per everyone's comments, I updated the PR to leave the thoughts and just add the feasibility analysis.

Remove parametric polymorphism from Post-MVP
There are too many issues mixed up in #156, so I don't agree that it conclusively proved anything about what can and cannot be supported in a post-MVP world. Personally I find it unlikely that the only scope over which code in Wasm can/will need to be type-parameterized is a module. It seems likely we'll want to consider parameterizing functions and/or data structure declarations by types. As you mentioned casts, there is currently no complete story on how to eliminate large quantities of them in the future, and I don't see closing this path as any progress towards that.

FYI: prototyping work in wabt and V8
Heads up: we're planning to adopt the lastest changes to the proposal, which will break backwards compatibility. Please comment on this draft doc: https://docs.google.com/document/d/1yAWU3dbs8kUa_wcnnirDxUu9nEBsNfq0Xo90OWx6yuo/edit# if you have questions/comments/concerns.
