Apostrophe 2: Jetpack Stats smiley face icon

Steps to replicate

1- Create a site with Apostrophe 2. 2- Check the live site and look at the bottom left for the smiley face cion. Example: https://d.pr/i/HbOutr

Result

Jetpack stats smiley face shows up at the bottom left of the site when using Apostrophe 2. There's no way to hide it unless we use custom CSS.

Expected

Payments: Asking for upgrade on sites with biyearly subscriptions

<!-- Thanks for contributing to Jetpack! Pick a clear title ("Sharing: add new Facebook button") and proceed. -->

Steps to reproduce the issue

  1. Create a site with a biannual WordPress.com Personal plan.
  2. Go to any page/post and try adding the Payments block
  3. Block will ask you to upgrade to a paid plan

What I expected

<!-- A clear and concise description of what you expected to happen. -->

To add the block without any error/upgrade messages.

What happened instead

The block doesn't seem to notice biannual plans. The workaround was to add an annual plan for now.
