Added lower bound for number of enemies in a formation. Added lower bound for the number of enemies that are spawned in a formation for different waves, currently set by difficulty (1 for easy, 2 for medium, etc.). Fixes bug with creation of enemy formations with zero enemies.

Added wave counter to UI. Added failsafe to prevent "dead air" during gameplay. If there have been no enemies on screen for a set amount of time (10 seconds by default), then a new enemy wave will be spawned.
